For instance, deed restrictions can limit how a property is used, who you can sell it to, refinancing, and upgrading the home, and it requires the owner to occupy the home. It also sets conditions for its future sale, which includes a cap on the resale value and/or an equity share, depending on the program. Similarly, a promissory note is a binding promise to repay a loan and/or excess sales proceeds (the difference between the home's fair market value and the maximum restricted resale price), and a deed of trust secures the promissory note by placing a lien on the property. The Final Ranking number is subject to change after preferences are verified. Applicants cannot adjust their City Preference Tiers/Points after the Drawing Entry Deadline. IMPORTANT: To claim a City Preference Tier/Priority, you must select the
City Preference accurately by the Drawing Entry Deadline under the
“preferences tab” in your www.myhousekeys.com account for this drawing.
If you meet a City Preference, you need to upload the documents listed on
the Exhibit E under the “preferences tab” in your www.myhousekeys.com
account for this drawing by the File Submission Deadline on this Notice.
ONLY the preferences selected in your MyHouseKeys.com account by the
Drawing Entry Deadline will be considered. Preferences claimed, adjusted
or corrected after the Drawing Entry Deadline will not be accepted.
Extensions to submit your Preference answers or submit the supporting
documents will not be granted.
HouseKeys is unable to adjust your answers; please access your account
well before the deadline to ensure you complete this step on time. Applicants
are unable to upgrade, apply or correct Preference answers after the Drawing
Entry Deadline.
Your preferences selections may be rejected if they are not valid or for lack of
timely evidence.
If a selected preference cannot be verified because the specific supporting
documents required by the city are not provided or for insufficient proof, you
will lose the preference and be ranked without it.
All information and documentation submitted must be accurate, valid, and
currently dated 30 days of the File Submission Deadline.

The Final Ranking numbers are subject to change even after
preferences are verified. In addition, the "Highest" Tier may drop to a lower
Tier, to No Tier or Zero (0) once the file is fully reviewed by the Program
Underwriter or Program Provider, as applicable.

Final Ranking Numbers will change as we move down the list when we audit and underwrite the claimed preferences/points until an eligible buyer has been identified. Please log in to your account at www.myhousekeys.com to find the updated Final Ranking numbers based on our findings during the application process. They will continue to be updated as we move down the list. Rest assured that the Initial Ranking Numbers, aka lottery numbers, will not change. Note: You will not have a ranking number if you entered the drawing after the drawing entry deadline

Housekeys Review Process
1. Drawing Results Are Posted
HouseKeys will publish the ranked list of applicants on www.myhousekeys.com
based on the dates listed in the opportunity notice.
Applicants will be initially ranked based on a random lottery followed by a final
ranking with city preferences applied.
o To view these drawings city preferences and form Exhibit E go to
https://www.housekeys.org/reference-documents-standard-forms and
find “City of Mountain View”, then, Exhibit E.
o Applicants who did not enter by the entry deadline will not be ranked or
considered for review.
2. Document Check: Initial Review
HouseKeys will review the documents you submitted to make sure your file
meets the minimum requirements.
o If your file is missing documents, it will be marked as:
Too Incomplete for Review of Documents (TIRD), or
Zero Documents Submitted (“No File”)
o ⚠️ If your file is not cleared for review, you will not move forward in the
process.
3. Full Review: If Your File is Cleared
If your file passes the initial check, we’ll do a first-round review.
o If you're likely eligible, we'll request additional or updated documents to
complete your file.
�� Check your email and phone frequently — including your spam folder — so
you don’t miss these requests.
You’ll have 3 business days to upload the requested documents.
o If you miss the deadline, your file will be skipped.
4. Approved Files Are Sent to Property Management
After HouseKeys finishes reviewing, qualified applicants will be forwarded to
the property manager in final ranked order.
The property manager will complete their own tenant screening, including:
o Credit and background checks. Applicants will pay a non-refundable
application fee (if applicable. Contact the property for details).
o Verification of income
o Any other standard leasing requirements
✅ Once approved, you’ll be cleared to sign a lease and work with property
management on a move in date..
5. Drawing Closure
After all available units are filled, any applicants who were not selected will be
released from the drawing.

Important Notice: Errors, Omissions & Disclaimers
At HouseKeys, we do our best to ensure every Opportunity Drawing and
applicant selection process is handled correctly. However, there’s always a
possibility that a mistake or technical error could occur that may affect an
applicant’s outcome.
If something goes wrong, we will make every effort to fix the issue — but we
cannot guarantee individual results or outcomes for any one applicant.
What You Should Know:
Successfully entering the drawing does not automatically guarantee that you
will appear in the final ranked list.
If your entry is missing required information or doesn’t meet all eligibility
criteria, your entry may be excluded.
Just because you receive a confirmation of entry does not mean you’ll be
ranked in the drawing.
All information and documentation submitted must be accurate, valid, and
currently dated 15-30 days of the File Submission Deadline.
For City Preferences, if applicable, all information and documentation
submitted must be accurate, valid, and currently dated 30 days of the
Drawing Entry Deadline.
If your file is missing or incomplete, your file will be closed, and Housekeys
will proceed to the next applicant with a complete file.
Please note: incomplete or missing information will be considered to have
missed the file submission deadline and will result in a loss of your ranking
position.
When you upload to your file cabinet at www.myhousekeys.com the software
issues a date and timestamp that will be used to verify if you submitted all
your items on time. Remember to check your spam folder.
Partial submissions or submissions with outdated documents will be
considered too incomplete for review and deemed ineligible.
Documents received via email are not acceptable; use the submission
instructions on this notice.
These BMR Units have household and income restrictions. Applicants must
meet the landlord's/property manager's criteria and all the BMR program
eligibility and qualification requirements before moving into a BMR rental unit.
There will be an annual compliance certification each year to confirm
continued program eligibility and qualification. During the annual compliance
certification, the tenant/household will be required to resubmit a complete
application, including income and asset documentation, and other relevant
information on time. HouseKeys will determine if the household is within the
program eligibility requirements for the designated BMR unit, and the property
management/landlord will determine if the household continue to meet their
criteria to remain in the unit. If the household exceeds the income limits and
no longer qualifies for the program, a notice to vacate the unit will be issued
by the Property Manager/Landlord.
Primary Place of Residence: Each tenant of a BMR rental unit shall certify
prior to signing a lease that the unit being rented shall be the household’s
primary place of residence, defined as occupancy for a minimum of 10
months in a calendar year. The household has the burden of proof to
demonstrate that the BMR unit is the primary place of residence.
Subletting of BMR Units Prohibited: BMR units or rooms within a BMR unit,
shall not be sublet for any duration of time. See Mountain View BMR
Administrative Guidelines for more details.
Property Qualification Guidelines: All property qualification guidelines,
including credit standards, minimum income requirements, guarantor rules,
and rental history considerations, are established and administered by
Property Management. Any inquiries regarding these guidelines should be
addressed with property management directly.
Lease Termination Fees: If you are selected as a tenant for this unit, you are
responsible for any early lease termination fees you may have with your
current landlord. You will need to talk to your current landlord about these
fees to obtain additional details. The City of Mountain View and HouseKeys
are not responsible for any early lease termination fees.
Moving costs: The City of Mountain View or HouseKeys will not be
responsible for any additional moving costs incurred by an applicant as a
result of relocation into a BMR unit.
Depending on the Tenant Screening rating completed by the Property,
applicants may be required to pay higher deposits and/or monthly fees.
The fees listed on the Website and Opportunity Drawing Notice are subject to
change and may not include all possible charges. For a complete and
accurate list of fees and final costs, please consult with the Property
Management Staff.
